Parse the .idx file for GRIB2 section details
Parameters
- data: string
  The contents of the .idx file
- filters: string[]
  The filters to apply
- offsetPosition: number = 1
  The position of the offset in the ":" sequence
Returns SectionLocations[]
- An array of SectionLocations
