Function idVertexNeighbors

idVertexNeighbors(id: bigint, lev?: number): bigint[]
Given an S2CellID, find it's nearest neighbors associated with it
Parameters
- id: bigint
  the S2CellID
- Optionallev: number
  the zoom level (if not provided, defaults to current level of id)
Returns bigint[]
neighbors
